Applicability: This Policy applies to the Midwest Emergency Academy (“MEA”) community, including all students, personnel and visitors and all MEA facilities, activities and events.

Purpose: The purpose of this Policy is to prevent the spread or outbreak of communicable or infectious diseases, and it will be interpreted and administered in order to protect the health and well-being of the campus community.

Definition:

“Infectious Disease” means a disease of humans or animals resulting from an infection or an illness due to exposure to a specific disease agent which arises through transmission of that disease agent, either directly or indirectly. Examples include but are not limited to, Hepatitis A, B and C, Tuberculosis, Rubella, COVID-19, Chicken Pox, Influenza, Measles, Meningitis and others as may be identified by the Centers for Disease Control, the Missouri Department of Health and Senior Services, or the World Health Organization.

Statement:

It is the intent of MEA to comply with all applicable federal, state and local laws in connection with an individual who contracts an Infectious Disease. Students, personnel and visitors are encouraged to immediately report information related to the occurrence or potential occurrence of an Infectious Disease within the community, as outlined in MEA emergency management procedures. In the event of an Infectious Disease in the community, MEA will review and monitor the situation on a case-by-case basis and work with federal, state and local authorities, as necessary, to determine the appropriate course of action.

As permitted by law, in order to protect the health and safety of the community, MEA may take steps to identify and address the occurrence or potential occurrence of Infectious Diseases, including but not limited to the following:

  1. Inquire about an individual’s medical condition as it relates to Infectious Disease;
  2. Require an individual who has contracted or been exposed to an Infectious Disease to submit a statement of health from a licensed healthcare provider prior to returning to MEA, which may include proof of appropriate vaccination or testing.
  3. Consult with the individual’s licensed healthcare provider following appropriate consent regarding the Infectious Disease.
  4. Consult with medical professionals and other persons or resources, including the public health department, to assist in determining the appropriate course of action.
  5. Institute quarantine or isolation protocol(s).
  6. Enact restrictions on travel for employees and students for MEA events or activities.
  7. Exclude or remove individuals who are infected from the classroom, workplace or other MEA property, events, or activities. Personnel will be subject to the MEA policies, procedures and other requirements for requesting or receiving benefits and leaves of absence.
  8. Disclose information regarding the Infectious Disease, which may include identification of individuals, as may be required by law.
  9. Follow guidance or directives from federal, state or local authorities.
  10. Offer accommodations to personnel and students who are displaced from their regularly scheduled MEA events or activities.
  11. Activate MEA Emergency Operations and Mission Continuity Plans to consider measures including but not limited to social distancing, closure, alternative instruction and work locations, cleaning procedures, travel monitoring, etc.
  12. Implement other temporary action that is reasonably required to prevent unacceptable risk of exposure to Infectious Disease until MEA is able to consult with medical professionals or federal, state or local authorities.
